    In under to be considered a super hero you must have a super hero license. The only people that license supes is the company Vought. Vought pays super abled people to do what they do best and save people.... sort of. Vought uses supes as a means to make money through endorsements, advertisements, movies and more. You can consider becoming a licensed supe as selling your soul to the proverbial devil.

    On the flip side of that, they have the means to protect you from potential casualties that happen when using your super powers, this includes liability suits and cover ups. It doesn't protect you from the public eye though. Anything that can't be covered up, bought off or otherwise buried gives Vought few actions. Supes that are deemed no longer suitable are often shuffled off to nowhere's locations or their license is revoked.

    No, a supe doesn't need a license to be able to do supe things, however its a layer of protection against the cruel unforgiving world outside. Additionally, supes that don't have Vought's protection tend to be primary targets for The Boys.
